DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and the air where we live. DNR’s permitting staff review the applications to ensure facilities comply with state and federal air quality standards. The public has the right and is encouraged to comment on draft permits. DNR considers public comments before finalizing the permits. Submit comments in writing to the assigned permit writer before 4:30 p.m. on the last day of the comment period.

Title V Operating Permits

Title V Operating permits are reviewed and re-issued every five years. Facilities with a Title V permit have the potential to emit large amounts of air pollutants compared to other facilities. The five-year reviews are a federal requirement and ensure adequate monitoring is included in the permit. Linn County

Vantage Corn Processors, LLC; 1425 60th Avenue SW, Cedar Rapids. 

This application was submitted to operate their existing ethanol dry mill. The public comment period ends on April 12, 2025.

Marshall County

Industrial Energy Applications, Inc. - JBS USA located at North 9th Avenue, Marshalltown

The application was submitted to operate their existing Electric Services facility. The public comment period ends April 12.

Union County

Green Valley Chemical Corporation located at 1284 N Cherry St, Creston

The application was submitted to operate their existing Nitrogenous Fertilizers facility. The public comment period ends April 12, 2025.

Webster County

North Central Iowa Regional Solid Waste Agency (NCIRSWA) Sanitary Landfill located at 2240 Gypsum Hollow Road, Fort Dodge

The application was submitted to operate their existing Refuse Systems facility. The public comment period ends April 12.

Construction Permits

DNR engineers review and issue construction permits to facilities before they build new or modify existing sources of air pollution. Muscatine County

Grain Processing Corporation, 1600 Oregon Street, Muscatine

Project 24-144, Emission Point 556.0: The purpose of this project is to modify the permit for an ethanol fermentation process by increasing the exhaust gas flowrate and temperature due to the results of an emissions test in 2024. The primary scrubber operating limit is also being modified. The public comment period ends April 12.
