DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and the air where we live. DNR’s permitting staff review the applications to ensure facilities comply with state and federal air quality standards. The public has the right and is encouraged to comment on draft permits. DNR considers public comments before finalizing the permits. Submit comments in writing to the assigned permit writer before 4:30 p.m. on the last day of the comment period.
Title V Operating Permits
Title V Operating permits are reviewed and re-issued every five years. Facilities with a Title V permit have the potential to emit large amounts of air pollutants compared to other facilities. The five-year reviews are a federal requirement and ensure adequate monitoring is included in the permit. The DNR plans to issue Title V Operating Permits for the following facilities. Marshall County
JBS USA LLC located at 402 North 10th Avenue, Marshalltown
The application was submitted to operate their existing Meat Packing Plants facility. The public comment period ends March 22.
Muscatine County
KraftHeinz - Muscatine located at 1357 Isett Ave, Muscatine
The application was submitted to operate their existing Canned Fruits, Vegetables, Preserves, Jams, and
Jellies facility. The public comment period ends March 22.
Pottawattamie County
Southwest Iowa Renewable Energy, LLC located at 10868 189th Street, Council Bluffs.
The application was submitted to operate their existing Fuel Ethanol Production facility. The public comment period ends March 22.
Construction Permits
DNR engineers review and issue construction permits to facilities before they build new or modify existing sources of air pollution. Polk County
ADM – Des Moines Soybean, 1935 E Euclid Ave, Des Moines 50313

ADM – Des Moines Soybean processes soybeans to produce soybean meal and refined vegetable oil.
As part of this process, ADM – Des Moines Soybean uses steam generated from a boiler. ADM – Des Moines Soybean has switched from a coal-fired boiler to a natural gas-fired boiler for its steam production. It ceased operations of the coal-fired boiler on May 5, 2023, and has removed the unit from the site. The coal-fired boiler was covered by a Prevention of Significant Deterioration (PSD) permit. This public comment period is a required notice that the PSD permit for the coal-fired boiler is being rescinded. The public comment period will begin on Thursday, February 20, and end on Monday April 21.
