DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and the air where we live. DNR’s permitting staff review the applications to ensure facilities comply with state and federal air quality standards. The public has the right and is encouraged to comment on draft permits. DNR considers public comments before finalizing the permits. Submit comments in writing to the assigned permit writer before 4:30 p.m. on the last day of the comment period.

Title V Operating Permits

Title V Operating permits are reviewed and re-issued every five years. Facilities with a Title V permit have the potential to emit large amounts of air pollutants compared to other facilities. The five-year reviews are a federal requirement and ensure adequate monitoring is included in the permit. Polk County

Iowa E.P.S. Products, Inc., 4100 Dixon Street, Des Moines, Iowa 50313

The Title V significant modification application was submitted to operate their existing Polystyrene Foam Products: (SIC 3086), (NAICS 326140), facility. The public comment period ends April 26.

Wapello County

JBS USA Pork located at 600 South Iowa Avenue, Ottumwa

The application was submitted to operate their existing Meat Packing Plants facility. The public comment period ends April 26.

Construction Permits

DNR engineers review and issue construction permits to facilities before they build new or modify existing sources of air pollution. Muscatine County

Grain Processing Corporation, 1600 Oregon Street, Muscatine 

Project 24-389, Emission Point 327.0:  The purpose of this project is to modify the permit for four gluten filters in Gluten Plant 2. The stack for EP327.0 is proposed to be changed from vertical, unobstructed to horizontal. The public comment period ends April 29.

Scott County

Continental Cement Company, LLC (CCC) – 301 E Front Street, Buffalo, IA

Project No. 24-054

CCC operates a Portland Cement Plant. This project is for the proposed amendment of Construction Permit No. 99-A-579-P10 (Rotary Cement Kiln and In-line Raw Mill, EP 0466-0) to reflect changes to the alternative fuel usage process at the facility. Public comment period ends on April 29.
