DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and the air where we live. DNR’s permitting staff review the applications to ensure facilities comply with state and federal air quality standards. The public has the right and is encouraged to comment on draft permits. DNR considers public comments before finalizing the permits. Submit comments in writing to the assigned permit writer before 4:30 p.m. on the last day of the comment period.
Title V Operating Permits
Title V Operating permits are reviewed and re-issued every five years. Facilities with a Title V permit have the potential to emit large amounts of air pollutants compared to other facilities. The five-year reviews are a federal requirement and ensure adequate monitoring is included in the permit. The DNR plans to issue Title V Operating Permits for the following facilities. Scott County
Scott County Landfill located at 11555 110th Ave, Davenport
The application was submitted to operate their existing Refuse Systems facility. The public comment period ends March 29.
Story County
Iowa State University located at 2408 Wanda Daley Drive, Ames
The application was submitted to operate their existing Colleges, Universities, and Professional Schools facility. The public comment period ends March 29.
Construction Permits
DNR engineers review and issue construction permits to facilities before they build new or modify existing sources of air pollution. Butler County
Shell Rock Soy Processing, 30340 220th St., Shell Rock.
Project No. 25-022, Modification of existing PSD permits by adding a flaker, correcting the equipment list, and modifying the operating conditions. The public comment period ends March 30.
Muscatine County
Muscatine Power and Water, 1700 Dick Drake Way, Muscatine
Project 24-268, Emission Points 100, 101: The purpose of this project is to permit the installation of a new combustion turbine, identified as Unit 10. Unit 10 will be fired by natural gas with fuel oil backup. Unit 10 will have a maximum output of 45 Megawatts and will have a heat recovery steam generator to produce steam. As part of this project, MPW is required to permanently shut down Unit 8 coal boiler and associated coal handling units. The public comment period ends March 31.
