Lower Missouri River Planning Assistance to the States (PAS) Final Meetings

The Iowa DNR is continuing its PAS Project by holding two virtual meetings to review information gathered and discuss ways to prioritize locations identified in the process. These meetings will be held September 29 from 9:00 am to 11:00 am and on September 30 from 1:00 pm to 3:00 pm. We are interested in hearing any additional comments that stakeholders might have, including additions and/or corrections to the information collected. All of the comments that have been received are available below, including a map that shows the locations referred to by stakeholders.

Stakeholder Information

The Iowa DNR is continuing its project in collaboration with the States of Nebraska, Kansas, and Missouri, along with the Corps of Engineers' Kansas City and Omaha Offices. The project seeks to identify problem areas for flooding and potential solutions to flooding along the lower Missouri River. At a series of virtual meetings held in July 2020 the DNR collected information from state partners and stakeholders to identify areas along the river in Iowa that are likely causing flooding problems (pinch points, flow restrictions, levee issues, etc.). The information gathered has been organized into a single document that contains comments for locations along the Iowa side of Missouri River. The document and location map can be accessed here:

The Iowa DNR is interested in further stakeholder input into the completeness and accuracy of this information. If you provided input at those meetings and can correct or update this document, or if you have additional information to provide, please email Tim Hall, Iowa DNR’s Hydrology Resources Coordinator, at tim.hall@dnr.iowa.gov. Lower Missouri River Planning Assistance to the States (PAS)

The Iowa DNR is collaborating with the States of Nebraska, Kansas, and Missouri, along the Corps of Engineers' Kansas City and Omaha Offices on a project to identify problem areas for flooding and potential solutions to flooding along the lower Missouri River. This encompasses the Missouri River from the Gavin's Point Reservoir downstream to the confluence with the Mississippi River.

The study seeks to gain input from state partners and stakeholders to identify areas along the river in Iowa that are likely causing flooding problems (pinch points, flow restrictions, levee issues, etc.). The study will then develop a set of criteria that will be used to rank and prioritize areas. That prioritized list, the prioritized lists prepared by the other four states, as well as any other relevant background information and ideas for potential solutions, will be provided to the U.S. Army Corps of Engineers for further analysis.

Opportunity for Stakeholder Input

As a valued stakeholder, the Iowa DNR has identified an opportunity for input into an important project. The Nebraska Department of Natural Resources (NeDNR) has scheduled a meeting to discuss 2019 Missouri River flood impacts and potential mitigations. The information gathered through this effort will be documented and provided to the United States Army Corps of Engineers (USACE) for its consideration in identifying potential flood mitigation solutions along the Missouri River. This effort is in support of the NeDNR's agreement with USACE through USACE's Planning Assistance to the States authorization. The Iowa DNR will be attending and participating in the meeting, and Iowans are encouraged to participate. Information from Iowans will be included in Iowa's part of the project.

State Interagency Missouri River Authority

The State Interagency Missouri River Authority was established by Iowa Code chapter 28L to promote policy regarding the State's many uses and interests along the Missouri River Corridor.  The Authority is composed of a representative from the Governor's Office and each of the following agencies: Department of Agriculture and Land Stewardship, Economic Development Authority, Department of Natural Resources (DNR), Department of Transportation, and the Iowa Utilities Board. The Authority is chaired by the Governor or, in Governor's absence, the DNR representative. The DNR representative serves as the coordinator of the Authority's activities.
