Below is the link to the database with all the active and inactive stormwater permit authorizations issued under the three NPDES Stormwater General Permits in Iowa: No. 1 for Industrial Activities, No. 2 for Construction Activities and No. 3 for Asphalt Plants, Concrete Batch Plants, Rock Crushing Plants and Construction Sand and Gravel Facilities.

Online Stormwater General Permit Renewal and New NOI/Application Instructions


Read and follow the instructions on every page of the database. Failure to do this will likely result in significantly diminished satisfaction with the process. Renewing an Existing Authorization:

To renew an existing authorization online, you must know your permit authorization number. The authorization number is printed on all correspondence sent by the Iowa DNR about your stormwater Notice of Intent (NOI) and authorization.

Begin the online renewal process

After indicating that you wish to renew your current authorization, enter your authorization number and click on "Ok". The first page of the online renewal process will appear. The blue "NEXT" link at the bottom of the page will take you to the first page of authorization information. Verify the information, changing any that is incorrect, and proceed through the pages by clicking the blue "NEXT" link at the bottom of each page. You may access previous pages by clicking on the blue "PREVIOUS" link on the bottom of each page.


New NOIs/Applications Only:

To submit a new NOI/Application online, you will either need to log in to your existing database account or create a new account.

Submit a new Notice of Intent (begin the new application process) online

After indicating that you wish to apply for a new permit authorization (submit a new NOI), click on "Ok". Once you have logged in or created an account, the first page of the online NOI/application process will appear. The blue "NEXT" link at the bottom of the page will take you to the first page of application information. Enter the information and proceed through the pages using the "NEXT" link at the bottom of each page. You may access previous pages using the blue "PREVIOUS" link on the bottom of each page.


Requirement for an Individual NPDES Permit


Any discharge with a federal effluent limit is required to be permitted by an individual NPDES permit. Any discharge from a facility or construction site that may temporarily degrade an Outstanding National Resource Water or Outstanding State Resource Water is also required to be permitted by an individual NPDES permit, as stipulated in 567 Chapter 64 of the Iowa Administrative Code and in the Iowa Antidegradation Implementation Procedure. General permit coverage is not available for these discharges. The list of these waters is located in Appendix B of the Antidegradation Implementation Procedure.
