WINDSOR HEIGHTS – Whether attending a spectacular Fourth of July celebration or a picnic with backyard fireworks, the aftermath of drifting smoke can cause breathing problems for some. If the air is stagnant, fine particles can be trapped near the ground and build to unhealthy levels.

The DNR has updated various modeling guidance documents to incorporate the latest changes to federal modeling requirements.  The updates were reviewed with stakeholders at the May 25, 2017, AQ Client Contact meeting.  The guidance updates were also posted for a two week informal comment period that ended on June 7.  No comments were received so the documents were finalized as drafted.

On May 22, 2017 the United States Environmental Protection Agency (EPA) announced that the revisions to air dispersion modeling requirements in Appendix W of 40 CFR Part 51 became effective.  The final rule includes several new or updated model options that help alleviate model over-prediction or allow for more appropriate source characterization.

Sulfur Dioxide Data Requirements Rule Report Available for Public Review and Comment

The DNR is documenting significant reductions of sulfur dioxide (SO2) emissions in Des Moines and Wapello Counties in the first annual report required by the federal SO2 Data Requirements Rule (DRR).  The DRR requires an annual assessment of recent SO2 emissions in any area designated attainment based on air quality modeling of actual emissions.

We want to make it easier to apply for a Title V operating permit. Representatives from manufacturing, grain processing, and utilities collaborated with the DNR to make this happen. Improvements were made to seven forms, Excel versions of two forms were created and one form was eliminated altogether. For nine of our application forms, the DNR will soon allow the use of previous application forms and even the use of photocopies of previous application forms in cases where there have been no changes to the equipment....

As temperatures warm and people head outdoors, they can usually count on good air quality. In fact, Iowans especially have something to celebrate. Over the last 25 years, Iowa industries have significantly reduced six major air pollutants while growing our economy.

On March 15, 2017 the United States Environmental Protection Agency (EPA) announced that they extended the temporary delay of the effective date for the revisions to Appendix W.  The final rule, published in the Federal Register on January 17, 2017, has a new effective date of May 22, 2017.  The additional delay is intended to provide incoming EPA officials time to review the rule.

WINDSOR HEIGHTS - An ozone monitoring site in Scott County Park north of Davenport recorded an eight-hour average ozone level of 71 parts per billion yesterday, June 13. The U.S. Environmental Protection Agency’s eight-hour average health threshold is 70 parts per billion.

On May 17, 2016, the Environmental Protection Commission reduced the Title V air emissions fee for calendar year 2015 from $70 per ton to $67.50 per ton. The reduction was made to adjust for a projected 3.8 percent increase in emissions from the March estimate and a 4.5 percent decrease in the program’s costs

DES MOINES — As temperatures warm and Iowans head outdoors, they can usually count on good air quality. In fact, Iowa’s air quality has significantly improved. Since 1990, sulfur dioxide emission have decreased by 60 percent and nitrogen oxides are down 43 percent, while the number of emission sources, the population and the number of industries have increased.

To aid stakeholders in making comments, the DNR has developed a “Sample” Collection of Air Permits (CAP) document to provide additional clarification to applicants of what to expect in the format and language of the CAP. The information presented in the sample represents the possible permitting of a group of emission points at a facility that has a limit over several surface coating operations.

The Air Quality Construction Permit Section is proposing to update its construction permit template. The template is the basis for the final construction permits issued by the Air Quality Bureau. These updates are aimed at providing clarity in permit requirements and at the same time providing a permit that is shorter in length.
