DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and the air where we live. Since our last training workshop, representatives from manufacturing, grain processing, and utilities worked together with the DNR to simply the Title V application process. Multiple process improvement events resulted in updated application forms and instructions and new procedures for optional pre-application meetings.

2016 Title V Emissions Fee Due July 1, 2017

On May 23, 2017, the Environmental Protection Commission set the Title V air emissions fee for the calendar year 2016 at $70.00 per ton.  As required by 567 Iowa Administrative Code (IAC) 30.4(2), the fee payment, along with one copy of Forms 1.0, 5.0, and a signed Part 3, must be submitted to the Department of Natural Resources - Air Quality Bureau no later than July 1, 2017.

We want to make it easier to apply for a Title V operating permit. Representatives from manufacturing, grain processing, and utilities collaborated with the DNR to make this happen. Improvements were made to seven forms, Excel versions of two forms were created and one form was eliminated altogether. For nine of our application forms, the DNR will soon allow the use of previous application forms and even the use of photocopies of previous application forms in cases where there have been no changes to the equipment....

EPC Sets Title V Emission Fee at $67.50/ton for Fees Due July 1, 2016

On May 17, 2016, the Environmental Protection Commission reduced the Title V air emissions fee for calendar year 2015 from $70 per ton to $67.50 per ton. The reduction was made to adjust for a projected 3.8 percent increase in emissions from the March estimate and a 4.5 percent decrease in the program’s costs

The Title V section of the Air Quality Bureau will be holding two sessions of a training workshop on the Title V permitting process. One session will be geared toward customers that are new to the Title V program and one will be more in depth targeting customers that are familiar with Title V. All customers are welcomed to attend either session.

Title V Permit Application Forms Revised to Accommodate New Application Fees

The Environmental Protection Commission adopted rules and a fee schedule for Title V application fees starting on January 15, 2016. Three existing Title V permit application forms have been modified to provide the DNR with the information needed for the new fee structure. Title V application Form 1.0 has been revised to include the necessary billing and invoice remittance information and Part 3 has been revised to include an application fees agreement statement.

The Environmental Protection Commission adopted rules and a fee schedule for asbestos notification fees and application fees for construction and operating permits during the December 15 meeting. The rules were adopted and filed emergency after notice, meaning that they will become effective today. The new fees included on the fee schedule will become effective on January 15, 2016.

The new EZ Mod Form is an optional alternative to the standard Title V application forms to request a minor Title V permit modification. To reduce submitting duplicate information, this form incorporates data elements from air construction permit applications and final issued air construction permits.

The Department conducted advisory group meetings with stakeholders in June and July 2015 to develop the rules and fee types and amounts to implement Senate File 488. Stakeholders continued to provide comments during the informal comment period that has been on-going since the meetings. The Department has revised the draft fee rules to incorporate changes based on the comments provided by stakeholders.
