Air Quality Fees Adopted by the Environmental Protection Commission

The Environmental Protection Commission adopted rules and a fee schedule for asbestos notification fees and application fees for construction and operating permits during the December 15 meeting. The rules were adopted and filed emergency after notice, meaning that they will become effective today. The new fees included on the fee schedule will become effective on January 15, 2016.

The adopted rules are scheduled to be published in the Iowa Administrative Bulletin on January 6, 2016. The Bulletin can be accessed at https://www.legis.iowa.gov/docs/aco/bulletin.

A new fee webpage will be available sometime next week. The webpage will be accessible from www.iowacleanair.gov and will be populated with the fee schedule, new fee forms, and frequently asked questions documents.

Fees are adopted as follows:

Asbestos Notification Fee (567 IAC 30.3)
• Each initial asbestos NESHAP notification: $100

Minor Source Construction Permit Application Fees (567 IAC 30.2)
• Each minor source construction permit application: $385
• Each minor source registration permit, permit-by-rule, or permit template: $100

Major Source Construction Permit and Prevention of Significant Deterioration (PSD) Application Fees (567 IAC 30.2)
• Review of major source construction permits and PSD permits: $115/hour
• Review of plant-wide applicability limit request, renewal, or reopening: $115/hour
• Review of regulatory applicability determination: $115/hour
• Review or conduct air quality modeling: $90/hour

Title V Fees (567 IAC 30.4)
• Review of initial or renewal Title V operating permit application: $100/hour
• Title V emissions: $70/ton
