DES MOINES – DNR staff work with individuals, businesses and communities to help them protect our natural resources by complying with state and federal laws. This approach is very effective. In the few cases where compliance cannot be achieved, the DNR issues enforcement actions. The following list summarizes recent enforcement actions. Consent Orders
A consent order is issued as an alternative to issuing an administrative order. A consent order indicates that the DNR has voluntarily entered into a legally enforceable agreement with the other party.
Lyon County
Scott and Pam Kock Revocable Trust and Scott Kock
Maintain and update NMP, maintain NMP records, and pay $3,000 penalty
Montgomery County
Minsa Corporation
Submit a written compliance plan for air quality requirements, install control equipment, and pay $8,000 penalty
Muscatine County
Clifford Krueger
Pay $3,100 penalty and comply with the laws and rules governing open burning and disposal of solid waste
Osceola County
Sunrise Farms Rentals, LLC
Pay $10,000 penalty and $3,168 compliance fees for failing to submit Manure Management Plans
Administrative Orders
Responsible parties have 30 days to appeal the order or 60 days to pay the penalty.
