WINDSOR HEIGHTS – A presentation on livestock and poultry permits will lead off at the 10 a.m. meeting of the Iowa Environmental Protection Commission Nov. 17 at the DNR’s Air Quality Bureau, 7900 Hickman Road in Windsor Heights.

DNR staff will discuss state and federal requirements for animal feeding operations, including when facilities must seek a construction permit or have a permit to discharge, known as a national pollutant discharge elimination system (NPDES) permit.

The regular meeting is open to the public. Time for public comments follows the presentation. People may also submit written comments to the commission by mail or email to Jerah Sheets, Jerah.Sheets@dnr.iowa.gov, in advance of the meeting.

Also on the agenda, commissioners will be asked to approve a study that could lead to improved recycling opportunities for rural Iowans. Contractors would evaluate the feasibility of using many small collection points (spokes) that deliver collected materials to a central hub for processing and marketing. Such a hub and spoke system could help overcome challenges in Iowa’s rural areas where lower recyclable volumes and long distances increase the cost of recycling.
At 1 p.m., commissioners will reconsider a decision on whether the Plum Creek Wildlife Area is a public use area, regarding the P & J Pork case returned by the Kossuth County District Court.
