DES MOINES – DNR staff work with individuals, businesses and communities to help them protect our natural resources by complying with state and federal laws. This approach is very effective. In the few cases where compliance cannot be achieved, the DNR issues enforcement actions. The following list summarizes recent enforcement actions. Consent Orders
A consent order is issued as an alternative to issuing an administrative order. A consent order indicates that the DNR has voluntarily entered into a legally enforceable agreement with the other party.
Butler County
City of Allison
Submit NPDES permit application, associated fees and pay $1,000 penalty.
Dickinson County
Michael Matthews
Operate and maintain all animal feeding operation structures in compliance with DNR rules and pay $6000 penalty.
Page County

Ensure manure handling done in a manner to prevent release to a water of the state, develop and implement Standard Operating Procedure for proper manure handling and pay $2100 penalty.

Amendment to Consent Order No. 2017-AQ-18: Layout provisions for closed facility and if decide to begin operations again.

Responsible parties have 30 days to appeal the order or 60 days to pay the penalty.
