DES MOINES -- In accordance with Executive Order 10 (EO10), the Iowa DNR will hold a formal public comment period for the proposed Iowa Administrative Code Chapter 65 (567 IAC Chapter 65) - Animal Feeding Operations. The public comment period is open until Feb. 23.

Iowa’s run of mild winters is gone, buried under a head-high snowdrift and frozen from weeks of negative temperatures. This return to the extreme has some residents wanting to help the now highly visible pheasants and quail and calling the Iowa Department of Natural Resources (DNR) about placing corn and other grains out for the birds to eat.

County supervisors who voted to use the Master Matrix by adopting a construction evaluation resolution (CER) must submit the resolution to Kelli Book, Iowa DNR, 502 E. Ninth St., Des Moines, IA 50319. Applications can be mailed, emailed to Kelli.Book@dnr.iowa.gov. However, the county board of supervisors must submit resolutions in January and DNR must receive it by the end of the day Jan. 31.

DES MOINES – In January, 89 of 99 Iowa counties notified DNR that they plan to evaluate construction permit applications and proposed locations for animal confinements by using the master matrix.

Counties interested in evaluating construction permit applications for animal feeding operations must submit a construction evaluation resolution to DNR between Jan. 1 and 31, for the year starting in February 2018. Find more information from DNR or the Iowa State Association of Counties.

Peanuts are another favored food and can be mixed with sunflower seed or fed separately. With high levels of both fat and protein, peanuts are especially a favorite of woodpeckers, nuthatches, titmice, and Carolina wrens. And don’t forget the suet, definitely a cold-weather bird attractant that is eaten by most winter birds. It can be fed from a variety of feeders, ranging from a suet cage to a wooden suet feeder, which is designed so that birds feed on it while hanging upside down beneath it.

Here’s a reminder for confinement feeding operation producers who must have a manure management plan (MMP): soil tests are required once every four years. The best times to sample soils are in the fall after harvest and before fertilizer or manure is applied, or in the spring before fertilization.
