DES MOINES -- Counties interested in evaluating construction permits for proposed animal feeding facilities must adopt a construction evaluation resolution. County boards of supervisors may approve the resolutions at any time, but must submit resolutions between Jan. 1 and 31, 2024.

The Iowa Department of Natural Resources reminds the Iowa State Association of Counties in early December that counties interested in evaluating construction permits for proposed animal feeding facilities must adopt a construction evaluation resolution.

DES MOINES –Most of Iowa’s 99 counties notified DNR in January that they plan to evaluate construction permit applications and proposed animal confinement locations by using the master matrix.

County supervisors who voted to use the Master Matrix by adopting a construction evaluation resolution (CER) must submit the resolution to Kelli Book, Iowa DNR, 502 E. Ninth St., Des Moines, IA 50319. Applications can be mailed, emailed to Kelli.Book@dnr.iowa.gov. However, the county board of supervisors must submit resolutions in January and DNR must receive it by the end of the day Jan. 31.

In late November, DNR notified counties interested in using the Master Matrix to evaluate construction permit applications for confinement (totally roofed) animal feeding operations they must pass and submit a construction evaluation resolution each year.

New Construction Certification form for confinements

To help producers and contractors, DNR has posted the Construction Certification form which notifies the agency after confinement construction is complete. With the time delay between receiving a construction permit and construction completion, contractors sometimes neglect to certify construction. However, the certification is required before populating any permitted confinement with more than 1,000 animal unit capacity.
