Kellerton, Iowa - The Kellerton Grasslands Bird Conservation Area in southeast Ringgold County will be the site for the 13th annual Prairie Chicken Day on April 2, beginning at 6 a.m., at the booming ground viewing platform.

The DNR is proposing to create a new air quality construction permit option called a Collection of Air Permits (CAP). Current construction permit practice is to issue one permit per emission point. The new CAP permit option will still give a permit number to each emission point but will consolidate requirements in one easy-to-use document.

An estimated 1,300 students from 50 schools across Iowa will be in the Richard O. Jacobson Exhibition Center at the Iowa State Fairgrounds in Des Moines on March 4-5, to participate in the 10th Annual Iowa Archery in the Schools Program State Tournament. This is the largest youth archery tournament in Iowa.

To aid stakeholders in making comments, the DNR has developed a “Sample” Collection of Air Permits (CAP) document to provide additional clarification to applicants of what to expect in the format and language of the CAP. The information presented in the sample represents the possible permitting of a group of emission points at a facility that has a limit over several surface coating operations.

The Air Quality Construction Permit Section is proposing to update its construction permit template. The template is the basis for the final construction permits issued by the Air Quality Bureau. These updates are aimed at providing clarity in permit requirements and at the same time providing a permit that is shorter in length.

The Air Quality Bureau is in its final stages of testing the State & Local Emissions Inventory System (SLEIS). SLEIS is the DNR’s new online system for businesses to submit their air emissions inventory reports. Based on the feedback we receive during November, a decision will be made as to whether to begin electronic reporting in SLEIS next year or wait until 2017.

On October 8, 2015, the Environmental Protection Commission (EPC) approved a Notice of Intended Action for asbestos notification fees and application fees for construction and operating permits. The DNR is proposing to implement a new air quality operating (Title V) permit application form – EZ Mod Form. The new EZ Mod Form is an optional alternative to the standard Title V application forms to request a minor Title V permit modification. To reduce submitting duplicate information, this form incorporates data elements from air construction permit applications and final issued air construction permits.

Springbrook State Park in Guthrie County will shut down beginning Sept. 8 for major road repairs. Repairs will include replacing the bridge coming into the park and the culvert in the campground, and repairing the main road between the spillway and the picnic area. The park will be closed to vehicle traffic until completion, which is scheduled to be May 21, 2016 (weather dependent).
