Air Quality permits under review

DES MOINES – The DNR Air Quality Bureau has the following draft permits up for review. The permits help protect Iowans’ health and air quality. DNR’s permitting staff review each permit application to ensure facilities comply with state and federal air quality requirements. We encourage public comments on draft permits, providing help on how to make effective comments. Submit written comments to the assigned permit writer before 4:30 p.m. on the last day of the comment period. DNR considers public comments before finalizing the permits. 

Construction Permits
DNR engineers review and issue construction permits to facilities before they build new or modify existing sources of air pollution. The public may review the following air quality construction permits available online at www.iowadnr.gov/airpermitsearch OR through the EASY Air Public Inquiry Portal and then click the Public Notice tab.

Scott County
Linwood Mining and Minerals Corporation – 401 E Front St., Davenport.
Project No. 20-143, Project No. 20-168.The proposed permitting action includes Projects #20-143 and #20-168, which are for the modification of existing air construction permits #71-A-084-S12 for Old Mill (EP CC-1) and #19-A-178-S1 for Scale 3 Ingredient Bins (EP CC-17). Project #20-143 allows an increase in dryer capacity. The capacity of Old Mill Dryer (EU CC-1a) is increased from 40 tons per hour to 57 tons per hour.

The capacity increase is successfully supported by a stack test result, which was conducted prior to the application submittal. Project #20-168 includes lowering the load-in capacity from 60 tons per hour to 45 tons per hour and lowering the exhaust flowrate from 3,500 scfm to 1,200 scfm based on a recent stack test. 

The public comment period ends August 23.
