Exactly the same as the last two years, 89 of Iowa’s 99 counties plan to use the master matrix to evaluate construction permit applications and proposed sites for animal confinements this year. From Feb. 1 to Jan. 31 of 2021, producers who need a construction permit in these counties must meet additional requirements.

For the last six months significant air quality construction permit staff time was diverted from application review to enable EASY Air’s on-time roll out. With the successful launch of EASY Air, staff can once again devote their time to application reviews.

Counties interested in using the Master Matrix to evaluate construction permit applications for confinement (totally roofed) animal feeding operations must pass and submit a construction evaluation resolution each year. Submit the resolution to DNR between Jan. 1 and 31 for the Master Matrix year that starts in February 2019.

Counties interested in evaluating construction permit applications for animal feeding operations must submit a construction evaluation resolution to DNR between Jan. 1 and 31, for the year starting in February 2018. Find more information from DNR or the Iowa State Association of Counties.

Air Quality Fees Adopted by the Environmental Protection Commission

The Environmental Protection Commission adopted rules and a fee schedule for asbestos notification fees and application fees for construction and operating permits during the December 15 meeting. The rules were adopted and filed emergency after notice, meaning that they will become effective today. The new fees included on the fee schedule will become effective on January 15, 2016.
